Now that the mid-point of the legislative session has passed, the list of bills HBL is tracking at the Capitol has been reduced significantly.  We welcome you to read more about the measures HBL is prioritizing and get ready to submit testimony when hearings are scheduled. There is typically just 48 hours of notice from scheduling to hearing date.

HBL Priority Bills/Resolutions

HB2021, HD2, SD1HEARING SCHEDULEDTESTIMONY NEEDED – HBL is offering “Qualified Support” for this much-needed fix to the e-bike bill vetoed by Governor Green in 2025. The bill crossed over from the House and was heard in a joint Senate committee on March 17th, where it was “adopted with amendments.”

HBL is supporting the bill, but NOT the amendment that would prohibit e-bikes on elementary and middle school campuses. You can read our most recent testimony which requests the Judiciary Committee revert to the HD2 language, (without SD1 amendment).  Your testimony is needed to amplify this message by Tuesday, March 31st at 10:30am. The hearing will be decision making only on April 1st, meaning they are only accepting written testimony.

We are urging folks to also call JUD Chair, Senator Karl Rhoads at 808-586-6130 and let his office know this amendment must be removed. For additional information see our Action Alert.

HB1523, HD1 HBL is supporting this common-sense legislation that will remove references to countdown timers for pedestrians at crosswalks, allowing individuals to determine for themselves if they have sufficient time to cross a street. See our most recent testimony here

HR96 and HCR104 – HBL is supporting these resolutions that represent an opening dialogue to elevate public policy considerations around multi-use trails, especially on the North Shore of O‘ahu. See our recent testimony.

SB2463, SD1 – HBL is supporting this bill that would lower blood alcohol content threshold from .08 to .05 to reduce impaired driving and fatal crashes. Read HBL testimony.

SB2146, SD1, HD1 – HBL is supporting this bill to study a traffic fine scheme that has been used in Finland and features income based fine structure. Read HBL Testimony.
