It has been a busy month at the legislature and we are continuing to monitor about two dozen bills that remain in consideration. At this writing, four bills are scheduled for hearing on Thursday 2/26/26.

Of these, two bills have emerged as priority measures for HBL:

  • HB2021, HD1 – This is the fix to the e-bike bill vetoed by Governor Green in 2025. Next, this bill will be heard in the House JHA Committee on Thursday, 2/26/26.
  • HB 2179, HD 2 This bill would require the DOE to develop educational curricula to focus on e-bike safety as part of their traffic safety education program. It represents an opportunity for HBL to provide expert consulting for public schools statewide, building on our BikeEd program.

There are also some important coalition partner priority measures HBL is supporting related to parking reform (HB1919, HD2 scheduled for Thursday 2/26/26 and HB2981), fare-free transit for youth (HB1879, HD 2), Open Streets (SB3029, SD1) and Leading Pedestrian Interval (SB2470, SD1). 

We have also been weighing in to inform tourism policy, to make sure that we are creating inclusive environments to attract visitors who bike, measure their impact, and support sustainability in the visitor industry. (HB2602, HD2, SB2577, SD1 )

HBL is also preparing comments (due by March 2, 2026) following the release of draft Destination Management Plans issued by the Hawai’i Tourism Authority. We are concerned about a de-prioritization of bicycling and the role of bike infrastructure in managing visitor stays.
