SB1506 / HB1418 – Safe routes for people

Join HBL in SUPPORTING H.B. 1418, which establishes a Safe Routes for People Implementation Program and related committee to facilitate transportation-related projects that ensure the safety of keiki and kūpuna using ground transportation.

More Information:
Establishes a Safe Routes for People Implementation Program and Safe Routes for People Implementation Committee to develop strategies and
facilitate transportation-related projects that ensure the safety of keiki and kupuna using ground transportation facilities; establishes a Safe Routes for People Special Fund and allows State Highway Fund moneys to be expended to establish protected walkways. Furthermore, it increases the minimum amount of State Highway Funds required by the Department of Transportation to spend on ground transportation projects from 2% to 5%. To accomplish these goals, this measure also appropriates adequate funding.

SB809 – E-bike rebate expansion

Join HBL in SUPPORTING S.B. 809 which would expand Hawai‘i’s electric bicycle purchase incentive program.

Renames the Electric Bicycle and Electric Moped Rebate Program as the Electric Mobility Rebate Program; expands the scope of the program to include electric micro-mobility devices and an additional rebate type; and, repeals the requirement that eligible individuals cannot own a motor vehicle with four or more wheels.

SB1254 – Kaiwi Coast state park

Join HBL in SUPPORTING S.B. 1254 which will help to facilitate the management and stewardship of Oʻahu’s long-cherished Kaiwi Coast to keep its wild and natural state protected for future generations.

Would designate the Kaiwi Coast Scenic Shoreline and adjacent lands as the Kaiwi Coast State Park. It would also establish protection and directions for land management, and positions, within the Department of Land and Natural Resources for this new State Park.

SB1535 – Highway widening exemption

Join HBL in SUPPORTING S.B. 1535 which would be a positive step towards expediting important safety projects by helping remove hurdles that delay or prevent much needed roadways improvements.

Allows the Director of Transportation to exempt certain ground transportation facility projects from historic preservation review, the environmental impact statement law, and the Hawai‘i public procurement code under certain circumstances.

HB600 / SB1025 – Safe routes to school

Join HBL in SUPPORTING H.B. 600 / S.B. 1025, which establishes the safe routes to school advisory committee and appropriates funds to secure safe routes for biking, rolling, walking, and public transit to Hawai‘i’s public schools.

(SUPPORT) SB1081 – Safe Routes to School advisory committee
Establishes the safe routes to school advisory committee within the Planning Branch of the Highways Division of the Department of Transportation. Appropriates moneys.

(SUPPORTSB1401 – E-bike rebate funding
Makes an emergency appropriation into and from a newly established special fund to authorize funds for the Department of Transportation Highways Division’s Electric Bicycle and Electric Moped Rebate Program. Authorizes the Department of Transportation to pay a third-party administrator to administer and pay the rebates to the applicants.

(SUPPORTHB1319 – Bikes proceed on red light
Allows operators of bicycles, motorcycles, or mopeds to proceed on a red light when vehicle detection device does not trigger traffic signal for their approach between 11:00p.m. and 5:00 a.m.

(SUPPORTSB267 – Lowers blood alcohol concentration for DUIs
Lowers the threshold blood alcohol concentration for the offense of operating a vehicle while under the influence of an intoxicant.

 

(SUPPORTSB267 – Amends e-bike/moped definition
Amends various definitions of “moped” throughout the Hawaiʻi Revised Statutes to exclude low-speed electric bicycles. Deletes an unused term from Chapter 286, Hawaiʻi Revised Statutes. Establishes regulations for low-speed electric bicycles and clarifies the applicability of certain conflicting regulations that are applicable to all bicycles.

(SUPPORTHB930 – Bicycles proceed via right turn lane
Permits a bicyclist to proceed through an intersection from a right turn only lane if they cannot safely merge into the traffic lane. Permits a bicyclist to proceed in a right turn only lane when approaching an intersection, even if they do not intend to turn right; provided that they do not pass a stopped vehicle and that they exercise reasonable safety when passing a moving vehicle.
