On January 28, 2025, the Hawai‘i House Committee on Transportation will hear two bills relating to the operation of e-bikes. These bills are unnecessarily restrictive. HBL is STRONGLY OPPOSED to the language of these bills. As written, they offer no proven safety benefits and present barriers for people that need affordable and sustainable transportation options.

HB 184 Requires operators of low-speed electronic bicycles to possess a valid driver’s license, instruction permit, or provisional license. HBL Testimony in Opposition.
HB 708 Imposes insurance coverage as a prerequisite for the operation of electric bicycles in the State. HBL Testimony in Opposition.
