After a year of collaboration and negotiations, HDOT has recently published the draft Energy Security & Waste Reduction Plan (ESWRP) HBL has summarized our comments below and will submit more detailed comments via email.

The pillars of the plan are island energy security, affordability for kamaʻāina and emissions reduction. A sampling of strategies in the plan includes incentives for electric vehicles and cleaner fuels; the build out within five years of significant pedestrian, bicycle and transit projects so that people can chose transportation options other than single passenger vehicles, and immediate investment in carbon sequestration efforts such as native reforestation.
Summary of HBL Comments
- In general, HBL is appreciative of the breadth and depth of the plan.
- Fuel Demand Reduction, Multimodal Strategies and Innovative Mobility Solutions are discussed in the ESWRP but can be more detailed.
- HBL is especially keen to see a more robust discussion of bike share, especially details about expanding the existing networks with county partners and NGO’s.
- Multimodal solutions must be baked in to land-use and transportation policies at every stage and for every stakeholder. These have been missed for decades.
- Vulnerable road user safety must be prioritized to realize reduction in vehicle miles traveled
- Public officials must do more to personally commit to active transportation (walking, biking, rolling and using public transit).
There are public presentations via videoconference where the public can learn more about the plan, ask questions and provide feedback. More presentations will be scheduled. The plan will be updated annually to reflect new data, technology and community feedback.
