On June 6, 2025 Governor Green informed legislative leaders and stakeholders of his intent to veto 19 bills passed during the 2025 regular session of the Hawai‘i State Legislature. This list includes: HB 958, HD, 2, SD 2, CD 1  – An omnibus e-bike bill with essential statutory updates for traffic code statewide. This has been an HBL priority for the last few years.

The Governor’s has posited that “the bill would likely violate the Commerce Clause and Equal Protection Clause of the United States Constitution and conflict with the administration’s commitment to reducing greenhouse gas emissions.”

HBL does not share this perspective and have written a detailed letter to Will Kane, Senior Advisor in the Office of the Governor to urge the Governor not veto this bill. Recent media reports on this matter include KHON2 and Civil Beat. In summary, HB 958 is a product of extensive public testimony and has earned wide support from experts in public safety, public health, and transportation. In the face of an alarming rise in traffic fatalities, this bill is necessary to help make our roadways safer.

Governor Green has until July 9 to either sign the bill, let it pass without his signature or issue a veto. We encourage you to contact the Governor today and let him know HB 958 is good legislation that we need to improve traffic safety for everyone, whether you walk, bike, roll, or drive a car.
