Thanks in part to testimony from HBL members and allies, on August 6, 2025, the Honolulu City Council approved Resolution 25-221 which authorizes the transfer $1M of funds from the Office of Climate Change, Sustainability and Resiliency to the Department of Transportation Services (DTS) to expand Biki options for transit commuters.

Public transportation relies on public investment for the public good. The City has not spent any funds on Biki since at least 2017. The fleet has been drastically reduced owing to theft and vandalism. The docking stations are rusting and too often off-line or not functioning. With the support of our members, HBL will continue to call for ongoing transparency and investment, so that Biki can serve more people with reliable, affordable, multimodal transportation options. 

DTS has pledged to brief the Transportation Committee of the Council about the state of the bikeshare program and their plans for prioritizing expenditures from this $1M transfer. HBL will continue to provide updates and alerts when your testimony is needed.
